I am seriously perturbed by growth of anti-British senti- ment here as evidenced by the tone of the press and public
demonstrations.
During the last few days feeling has assumed
such proportions that I consider possibility of some incident in China, perhaps deliberately [?encouraged] by young officer group in the navy or army, cannot be precluded and that action rashly directed might immediately gain wide support here.
Between 40 and 50 persons instigated by rash Behair Se made a demonstration in front of the mbassy some days ago and very anti-British sentiments were expressed at a crowded public meeting held on October 31st under the auspices of pan Asiatic leaders. Violent anti-British articles are appearing in some of the less well known papers and there is evidence that the authorities themselves are nervous as police guard at the entrances to the mbassy has recently been considerably
increased.
I do not believe that the agitation is que to official inspiration or that the government desires a quarrel with us. But I do not like the situation and there is [p. omtd.] of great public resent ent at evidences of anti-Japanese feeling in England. As I have reported once or twice since I arrived reports coming from Europe and United States always give impressions that Great Britain is leader of all anti-Japanese
